The Berlin Football Association's advisory board last met on June 2, 2025. At the meeting, the committee voted on various proposals for the BFV's registration, match and youth regulations and approved the Administrative orders no. 20 to 28 - 2021/2025 were adopted. In addition, a vote was taken by circulation, which resulted in the adoption of the following on June 26, 2025 Administrative order no. 29 - 2021/2025 was adopted. The adjustments made to the regulations are briefly summarized below; details can be found in the linked documents.
Youth sector: Introduction of the yellow-red card instead of the time penalty
From July 1, 2025, the showing of yellow-red cards (GRK) and red cards will also be possible in the youth sector, analogous to adult matches. This was decided by the BFV Advisory Board on June 26 by circular resolution. The time penalty made possible by the DFB for the youth sector does not apply in the youth game operations of the Berlin Football Association.
The background to the adjustment is the aim of making Berlin youth soccer clearer and fairer. A major advantage of the GRK is its general familiarity and ease of use. It has long been familiar to everyone involved in the game - players, coaches, referees and spectators. As a result, the game remains comprehensible and easy to understand, which is particularly important at youth level. The complexity of training referees can also be reduced by introducing this clear and simple rule. The GRK (one-match suspension) also proves to be more practicable than new regulations for time penalties with regard to match suspensions to be imposed.

Further adjustments: Referee position, eligibility to play, change periods
At its last meeting on June 2, 2025, the BFV Advisory Board had already voted on further adjustments to the registration, match and youth regulations. The administrative regulations adopted include the following changes:
Match regulations: New model for evaluating the "referee:inside target/actual" (§ 3 section 8ff)
The model for evaluating the referee target/actual ratio has been fundamentally revised and the corresponding passage in the match regulations has been adapted. Until now, the number of registered teams of a club determined how many referees it should provide. The actual number of matches officiated by the referees was only taken into account to a limited extent - this will change on July 1, 2025. For this purpose, a new ratio for the number of referees will be calculated for each club, which compares the actual number of matches played by a club with the number of matches officiated by the club's own referees and is therefore more realistic, fairer and more flexible than the previous model.

Playing regulations: Eligibility for women in men's and senior matches (Section 6 (10) - new)
From the 2025/2026 season onwards, women can also participate in the men's and over-32 teams upon application.

Match regulations: Subsequent changes to the match report (Section 15, Clause 3a)
If a change to the data released by the club in the match report is necessary after the club has given its approval but before the start of the match, the referee must be informed before the start of the match so that the change can be noted in the match report by the time the referee is released at the latest. If the referee is not informed, the use of players who are not listed will be penalized as playing without eligibility.

Laws of the Game: Match transfers (§ 18 clause 12)
The BFV Advisory Board has decided to make an addition to the section of the match regulations that governs the modalities for requests to reschedule matches: The match to be rescheduled must always take place within 3 weeks of the scheduled date at the latest.

Laws of the Game: sending off in the Berlin State Cup (§ 34 clause 2)
The regulation for sending off players from supra-regional match operations (NOFV-Oberliga or Regionalliga) in the Berlin State Cup has been clarified by the following addition: He/she will be eligible to play in cup matches in the year after next at the latest.

Registration regulations: Deadline for receipt of club transfer documents (§ 4 section 2.4 and §8b section 3 & §8bc paragraph 4)
With the advisory board decision, the deadline for the receipt of complete club transfer documents in the transfer period II for the new season in the youth sector is extended to February 15. The deadline of January 31 now only applies to the adult sector.

The BFV Advisory Board also decided on a detailed editorial revision of the entire youth regulations.

Increase in compensation for voluntary work
The BFV Advisory Board approved a proposal by the BFV Presidium to increase the expense allowance for BFV volunteers from EUR 13 to EUR 15 as of January 1, 2026 and from EUR 15 to EUR 17 as of January 1, 2027 (up to 6 hours). The daily maximum will be increased from 20 euros to 22 euros on January 1, 2026 and from 22 euros to 24 euros on January 1, 2027.
