Verbandstag: Summary of the motions on the statutes

On Saturday, November 22, 2025, the General Meeting of the Berlin Football Association will take place from 9:30 a.m. at the Evangelisch-Freikirchliche Gemeinde Berlin-Schöneberg (Hauptstraße 125A, 10827 Berlin). Prior to the general meeting, we will summarize the most important topics and motions in a short series of articles.

In addition, the BFV Presidium is offering an information event in the run-up to the Association Meeting, in which the BFV motions submitted by the deadline will be presented to the participants. All other applicants will also have the opportunity to present their proposals to the attendees at the information event. The first part of the article series deals with the motions on the statutes with a focus on the following topics

  • Participation of BFV member clubs: from regional to district conferences?

Participation of BFV member clubs: From regional to district conferences?

The North-East and South-East regional conferences are requesting a structural reform to involve the BFV members outside of the association meetings (proposal no. 3a-e). Twelve independent district conferences are to replace the existing four regional conferences (each combining three districts). The new model proposed in the motion aims to strengthen proximity to local structures and topics, thus promoting the participation of clubs in discussion and decision-making processes and enabling more targeted handling of district-specific concerns.

According to the proposal, the new district conferences should meet two to three times a year and elect one member each to the BFV Advisory Board. Accordingly, BFV employees and guests should only be able to attend the meetings upon invitation and with the consent of the assembly in order to ensure that opinions are formed without influence. The BFV Presidium is entitled to participate. If the motion is adopted, the structural adjustments would come into force on July 1, 2026.

Structural adjustments to the Women's and Girls' Football Committee, Youth Committee and Referees Committee

The BFV's Committee for Women's and Girls' Football (AFM) would like to make its structure less rigid in the future in order to make it more attractive for new volunteers who want to commit themselves individually and with more flexibility in terms of time. To this end, the BFV Executive Committee is proposing that the existing three AFM officer positions be abolished and the number of assessors without fixed responsibilities be increased from six to nine (proposal no. 8). The presidential member for women and girls as well as a required number of staff managers should remain part of the committee. In addition, the AFM aims to replace the women's and girls' football meeting, which is currently anchored in the statutes, with event-related and individual soccer dialogues with individual areas or age groups (motion no. 9).

The BFV Youth Committee (JA) would also like to adapt its structure due to the current challenges of recruiting and retaining volunteers and intends to introduce a similar model to the AFM. The BFV Executive Committee therefore proposes the deletion of the six officer positions, some of which have recently remained vacant (proposal no. 7). In their place, up to five new positions (assessors) are to be created that are not tied to specific tasks and support the JA in a flexible and needs-oriented manner.

The Referees' Committee (SRA ) also opted for a restructuring by decision of the Referees' General Assembly on September 19, 2025 and is seeking a corresponding amendment to the statutes. The BFV Executive Committee therefore proposes that the SRA should in future include up to six additional members with voting rights in addition to the referee member of the Executive Committee (proposal no. 10). The rigid referee positions that existed in the past should give way to a more flexible composition. The SRA should also be able to call in the required number of advisory members.

Voting rights of the BFV Presidium at the Association Congress and on the Advisory Board

The Steglitzer Fußball-Club Stern 1900 e. V. requests an adjustment of the voting rights of the BFV Presidium both at the Association Congress (motion no. 2) and on the Advisory Board (motion no. 4). Accordingly, the aim is to limit the voting rights of the Executive Committee to a total of just one vote in both decision-making bodies (currently one vote per member of the Executive Committee). The current weighting of votes of the Executive Committee is criticized as disproportionate and potentially majority-building. Limiting the influence of the Executive Committee in voting should therefore ensure a balanced relationship with the association votes.

Voting rights of the Council of Elders on the Advisory Board

The BFV Council of Elders also requests an adjustment of voting rights (motion no. 5a-b). As the committee can already contribute a vote at the Association Congress in accordance with the statutes, it would be consistent to ensure such a voting right in the Advisory Board as well.
