Motions to the Association Congress and nominations
In accordance with § 14 of the BFV statutes, motions for the Association Congress may be submitted by ordinary and extraordinary members, the BFV bodies and the auditors. They must be submitted in writing at least six weeks before the Association Congress. Motions received later can only be treated as urgent motions, unless they are amendments or counter-motions to an existing motion. They require a 2/3 majority of the votes cast at the Association Congress to be approved.
All other motions must be submitted to the BFV in writing with a cover letter from the association with a legally binding signature. These letters shall be kept by the BFV for the purpose of proof and documentation. In the case of written applications, an additional Word file is requested to be sent to the e-mail address verbandstag@berlinerfv.de for effective and fast processing. A binding application by electronic means is only possible via BFV-Mail to the address verband@berliner-fussball.evpost.de. In this case, no separate cover letter and no club stamp are required.

According to Section 22a (4) of the statutes, a candidacy or a proposal for election as a member of the Executive Presidium must be submitted to the BFV office four weeks before the Association Congress.
Motions of the BFV Presidium
The amendments to the statutes and regulations proposed by the BFV Presidium will also be published with the convocation in accordance with § 13 clause 2 of the statutes: Presidium proposals for the 2025 Association Day.
The proposals of the BFV Presidium do not provide for any fundamental structural changes to the statutes. The adjustments to the committees are merely intended to allow for more flexibility in voluntary work. The intended changes to the Legal and Procedural Regulations (RVO) also promote flexibility in terms of requirements through regulated and data protection-compliant access to files. Furthermore, the right of promotion in the adult sector is to be adapted at the suggestion of the motions committee. However, the proposals relating to the reporting regulations mainly focus on editorial issues and adjustments to the DFB match regulations.
