Motions for the Association Congress: the voting results

The Ordinary Association Day of the Berlin Football Association took place on 22 November 2025 in the community center of the Evangelical Free Church Schöneberg. Numerous motions regarding the BFV's statutes and regulations as well as initiative and urgent motions were voted on there. The decisions made by the delegates are listed below:

  • Approval of administrative regulations no. 14-29 - 2021/2025 - adopted

  • Confirmation of the new referee regulations - adopted

Motions to the statutes:

  • Motion no. 1: Section 12 (1d) - Editorial adjustment: Young Generation Committee and Committee for Innovation, Club and Association Development - accepted

  • Motion no. 2: § 15 clause 2 - Reduction of voting rights of the BFV Executive Committee at the Association Congress - rejected

  • Amendment to motion 2 - Reduction of voting rights to the Executive Presidium at the Association Congress - rejected

  • Motion no. 3a-e: § 14, 15, 19b, 20, 21 - Regional conferences become district conferences - rejected

  • Motion no. 4: § 20 no. 2 - Reduction of voting rights of the BFV Executive Committee in the Advisory Board - withdrawn

  • Motion no. 5a-b: § 20 clause 2, 41 - Voting rights of the Council of Elders on the Advisory Board - accepted

  • Motion no. 6: § 25 clause 3 - Responsibility for women's match operations - accepted

  • Motion no. 7: § 26 clause 1 - Deletion of the position of referee in the youth committee - accepted

  • Motion no. 8: § 27 - Deletion of the position of referee in the committee for women's and girls' soccer - accepted

  • Motion no. 9: §27a - Individual soccer dialogues instead of an annual meeting in the Women's and Girls' Football Committee - accepted

  • Motion no. 10: § 28 clause 1 - Deletion of referee positions in the Referees Committee - accepted

  • Motion no. 11: § 44 clause 5 - Legal force of the statutes and regulations - accepted

  • Motion no. 14: Section 3 (4) of the Rules of Play - division into seasons according to regional factors in the small pitch area (adults) - accepted

  • Motion no. 15: Section 3 (4) of the Playing Rules - Staggering according to regional factors in the overage area downwards of the national league - withdrawn

  • Proposal no. 16: Section 3 (4) of the Playing Rules - Staggering according to regional factors in the Ü60 district league - withdrawn

  • Motion no. 17: Playing regulations § 11 clause 3 - ban on the back number 88 - rejected

  • Motion no. 18: Laws of the Game §12 clause 1 + Annex 1 - Provision of refreshments for referees - rejected

  • Motion no. 32: Reporting regulations §6e clause 1b - Clarification of second match rights - accepted
