On Saturday, November 22, 2025, the Annual General Meeting of the Berlin Football Association will take place from 9:30 a.m. at the Evangelisch-Freikirchliche Gemeinde Berlin-Schöneberg (Hauptstraße 125a, 10827 Berlin). Ahead of the general meeting, we have summarized the most important topics and motions in a small series of articles (read here).
The urgent motions submitted to the BFV to date are also presented below. Their urgency must first be approved by a two-thirds majority of the delegates before they can be voted on. The motions deal with the following three topics:
Suspension of the recent adjustment of penalties and fees
Adjustment of the reporting regulations with regard to limitation periods for contribution claims
Establishment of an anti-violence commission
Suspension of the recent adjustment of penalties and fees
A urgent motion of the South-West Regional Conference proposes to suspend the resolutions on penalties and fees that were passed at the Extraordinary Association Day 2024 and at the Advisory Board meeting on June 2, 2025. From December 1, the rates prior to the resolution are to apply until further notice. This is due to the fact that the burden on the associations is considered disproportionately high and potentially threatening to their existence, as well as the amount of work involved in processing being considered excessive. In addition, the motion calls on the BFV Executive Committee to take a critical look at a suspected cost problem in the association.
Adjustment of the reporting regulations with regard to limitation periods for contribution claims
The Urgent motion 2 of the Berlin AK 07 aims to harmonize the reporting regulations regarding limitation periods for contribution claims with the statutory provisions of the German Civil Code. Currently, contribution claims in the youth sector are recognized for twelve months, in the adult sector for 36 months. The aim of the proposal is to recognize contribution claims for three years in future in accordance with Section 195 of the German Civil Code.
Establishment of an anti-violence commission
Urgent motion 3 of BAK 07 provides for the establishment of an anti-violence commission within the BFV. This commission should be entitled to view statistics and data on incidents, judgments and measures of sports and association jurisdiction, taking into account the personal rights of the parties involved in the proceedings, and develop concepts and recommendations for action on this basis in order to curb violence on Berlin sports grounds. The association considers the targeted, sustainable work against violence in the current violence prevention and fair play promotion of the association to be too low and therefore suggests the establishment of the commission.
