Verbandstag: Summary of the initiative motions

On Saturday, November 22, 2025, the Annual General Meeting of the Berlin Football Association will take place from 9:30 a.m. at the Evangelisch-Freikirchliche Gemeinde Berlin-Schöneberg (Hauptstraße 125A, 10827 Berlin). Prior to the general meeting, we have summarized the most important topics and motions in a short series of articles.

The third part of the article series deals with the initiative motions with the main topics:

  • Completion of the "Future BFV" project and implementation of the follow-up structure "Team Berlin Strategy 2026-2029"

  • Enabling sport on Tempelhofer Feld through peripheral development

  • Withdrawal/adjustment of decisions on the contribution model and referee fees of the Extraordinary Association Congress and restructuring of corresponding commissions and responsibilities

  • Adjustment of the opening hours and accessibility of the BFV locations

Completion of the Future BFV project and implementation of the follow-up structure "Team Berlin Strategy 2026-2029"

In initiative motion 1, the BFV Executive Committee requests the completion of the Future BFV project "Future BFV" Over 80% of the recommendations for action developed in the project have been successfully implemented and have made a significant contribution to making the Berlin Football Association more innovative, professional and sustainable. The open recommendations for action will continue to be pursued as long-term goals. The results can be found in the "Future BFV" final report, which will be published in time for next week's Association Day.

At the same time, the Executive Committee's proposal stipulates that the knowledge and experience gained from the project as well as the perspective topics should be transferred to a new strategic structure entitled "Team Berlin Strategy 2025". The aim is to further promote the sustainable development of the association and its clubs, e.g. by focusing on the topics of volunteer recruitment and retention as well as closer cooperation between the association and clubs. The strategy will be presented at the Association Congress.

Enabling sport on Tempelhofer Feld by developing the edge of the field

The clubs SC Kiezmove Friedenau and SC Lankwitz see an urgent need to expand the city's sports infrastructure and have identified great potential for this in the peripheral development of Tempelhofer Feld. The joint initiative of the two clubs proposes that the BFV should lobby the Senate for the rapid inclusion of peripheral development to create new sports infrastructure and take measures to actively support the issue.

Withdrawal/adjustment of decisions on the contribution model and referee fees by the Extraordinary General Assembly and restructuring of corresponding commissions and responsibilities

At the Extraordinary Association Congress 2024, the delegates decided on a new contribution model, which had previously been developed by the Contribution Commission, which consisted mainly of club representatives. The background to this was a simplification of the flow of funds between clubs and the association by converting contributions and fees to the new "Team Berlin aktiv" fee, as well as the generation of additional income due to an increase in contributions from LSB Berlin and for investments, e.g. in the "Future BFV" reform project and the BFV's main and honorary offices.

The Steglitz GB has proposed a motion to reverse the adopted contribution model and to recompose the contribution commission with the aim of reducing the financial burden on the clubs. At the same time, a commission is to be formed with the task of identifying potential savings in the BFV in order to reduce the additional costs for the clubs.

In addition to the vote on the new BFV contribution model, the delegates at the Extraordinary Association Congress 2024 also adopted two further motions by a majority, which provided for a gradual increase in referee fees and an adjustment to the payment procedure. An initiative motion by VfB Fortuna Biesdorf is intended to make this adjustment more flexible. In future, referees should be able to choose whether they receive their expense allowance in cash or by bank transfer. A further proposal from Steglitz GB, meanwhile, is to completely revoke the decisions made regarding expenses. In addition, the association is requesting that the referee system be completely removed from the clubs and placed under the responsibility of the BFV in order to further relieve the burden on the clubs. Here, too, a newly formed commission should work out the necessary steps.

Adjustment of the opening hours and accessibility of the BFV locations

Furthermore, the Steglitz GB association recognizes a need for optimization in the opening and accessibility times of the BFV locations. For this reason, the Steglitz GB association has proposed ensuring that the association's locations are permanently open and accessible. This is intended to achieve a modern adaptation to the needs of the clubs.
