In order to avoid psychological and physical violence and lawless areas and to be able to react more effectively and emphatically to significant criminal offenses in connection with soccer matches, the Berlin public prosecutor's office and the Berlin Football Association (BFV) concluded a cooperation agreement on January 20, 2026. The aim of this agreement is to ensure that incidents of this kind that come to the attention of the BFV are brought to the attention of the Berlin public prosecutor's office more quickly and almost without exception.
Cases of unsportsmanlike conduct, rough play, assault, insults and threats will continue to be forwarded to the BFV by referees as part of their match reports. In future, the contact point for violence and fair play promotion and the sports court will jointly examine the incidents and decide together with the BFV's Vice President of Legal Affairs whether to forward them to the Berlin public prosecutor's office. This also applies to cases that have occurred outside of match operations.
By providing the information required for prosecution as promptly and comprehensively as possible, the aim is not only to avoid a legal vacuum. The rapid involvement is also intended to prevent the loss of evidence and ensure that the injured parties receive the necessary support in the prosecution.
The cooperation agreement was signed by Senior Public Prosecutor Dr. Nina Thom, Head of the Berlin Public Prosecutor's Office, and the President of the Berlin Football Association, Bernd Schultz.
About the terms
Violence in sport basically refers to all cases of organized club sport in the amateur sector in Berlin. This can include incidents directly before, during and after sporting competitions/matches, but also incidents of violence that can occur during training sessions at the club.
The protected group of persons includes all players involved in the match or training operation, including coaches or members of the functional team, referees or parents present at youth matches. Membership of a club is not a necessary prerequisite for perpetration.

Any act or omission in breach of duty that is contrary to order, law and fair play in soccer in accordance with the principles arising from the statutes and regulations is deemed to be unsportsmanlike conduct.
